- Brown the Beef: In a large skillet, heat over medium-high heat. Add ground beef and cook for about 5-7 minutes until browned, breaking it apart with a spatula. Drain any excess grease.
- Sauté Garlic & Onion: Push the browned beef to one side. Add butter to the empty space and melt. Toss in minced garlic and chopped onion, sautéing for 2 minutes until softened. Add Italian seasoning and red pepper flakes.
- Add Liquid & Pasta: Pour in beef broth and milk, stirring to combine. Bring to a gentle boil. Add uncooked pasta, fully submerging it in liquid. Cover and simmer on medium-low for 12-15 minutes, stirring occasionally.
- Incorporate Cheese & Seasonings: Once pasta is tender, reduce heat to low. Gradually stir in Parmesan cheese, salt, and black pepper. Stir until cheese melts and creates a creamy consistency.
- Serve & Enjoy: Remove from heat and give a final stir. Garnish with chopped parsley and additional Parmesan if desired. Serve hot.
