Cooking Steps
  1. Season and prepare the beef by generously seasoning with salt and pepper. Dredge in flour for browning.
  2. Sear the beef in olive oil in the Instant Pot on 'sauté' mode for about 5 minutes, browning all sides.
  3. Sauté the chopped onions for 2-3 minutes until translucent.
  4. Deglaze the pot by adding Guinness and Worcestershire sauce, scraping browned bits off the bottom.
  5. Return the beef to the pot and add potatoes, carrots, and celery, ensuring even distribution.
  6. Close the lid and pressure cook on high for 35 minutes.
  7. Release the pressure naturally or quickly, letting it settle for 15 minutes for enhanced flavors.
  8. Stir the stew, adjust seasoning if necessary, and serve warm.
