Method
 

Preparation
  1. Slice beef sirloin or flank steak thinly against the grain into ¼ inch thick strips and place in a bowl.
  2. In a mixing bowl, combine cornstarch, all-purpose flour, baking powder, salt, and pepper.
  3. Gradually whisk in egg and cold water until the mixture is smooth and slightly thick.
  4. Heat vegetable oil in a pan over medium-high heat until shimmering.
  5. Dip each beef strip into the batter, allowing excess to drip off, and fry for 3-4 minutes until golden brown.
  6. In the same pan, reduce heat to medium and add sesame oil. Sauté garlic, ginger, onion, and bell pepper for 2-3 minutes.
  7. Stir in soy sauce, rice vinegar, hoisin sauce, chili sauce, and sugar; simmer for about 2 minutes.
  8. Add crispy beef to the sauce, tossing to coat thoroughly and stir-fry for an additional 2-3 minutes.
  9. Garnish with sliced red chilies and chopped green onions; serve over steamed rice or noodles.
