- In a medium pot, heat vegetable oil over medium heat. Add chopped green onions and minced white onions, sauté for about 5 minutes until translucent.
- Stir in minced garlic and cook for 2 more minutes. Season with salt, pepper, and chopped cilantro.
- Pour in beef broth and add rinsed kidney beans. If using, add milk. Bring to a gentle simmer for 5 minutes.
- Add brown sugar or panela, paprika, and bay leaf. Cover and let simmer for 20-30 minutes, stirring occasionally.
- While soup simmers, peel and slice ripe plantains. Fry in heated oil until golden brown and crisp, about 3-4 minutes each side.
- Taste the soup and adjust seasoning. Remove bay leaf, ladle soup into bowls, and top with fried plantains, diced avocado, and crumbled queso fresco.
